Mel Medarda is a noble and a Piltover Council member. She is also the daughter to the Noxian warlord Ambessa Medarda.

Mel Medarda in Arcane Season 2
Mel Medarda survived Jinx's attack at the end of Arcane Season 1, despite her being the closest to the blast. She then spends Act 1 in direct opposition to her mother Ambessa Medarda. Mel put effort into keeping the peace between Piltover and Zaun, while preventing the weaponization of Hextech.
Both of these fail, of course, as Ambessa names Caitlyn commander and declares martial law, and Jayce arms the Enforcers with Hextech-enhanced weapons.
At the end of Act 1, Mel and her assistant Elora fall under the influence of the Black Rose.

Mel Medarda in Arcane
In the first season of Arcane, we are introduced to the noble Mel Medarda. She is one of the Piltover Councilors and the daughter of Noxian warlord Ambessa Medarda. It's also revealed in a flashback that she was witness to the conflict between Noxus and Ionia - perhaps the Ionian war.
Mel seemed to have good intentions throughout the season. She was reasonable when it came to making decisions as a Councilor. She developed a romantic relationship with Jayce and protected his interests of keeping Hextech away from the wrong hands. She also opposed her mother who was starting to dig her claws into the governing bodies of Piltover.

Mel Medarda is not a playable champion in League of Legends, but a leak shows that she might be soon.
