First, you will need to acquire Rock Smash or Rollout. Rock Smash is taught to you by Hitmonchan and Rollout can be learned through Graveler.

Then, you must make your way to Bleak Beach, which cannot happen until you reach the trainer rank of Great. Once there, you will need to use one of the moves above on the Clay Blocks, which will give you Squishy Clay. Then, take this Squishy Clay to Charmander, who will then turn it into bricks.
