The Special Program live stream "Finest Duel Under the Pristine Blue" will be on July 19, 2024. For reference, here's the schedule in different time zones:

Where to watch the HSR 2.4 stream?
Details about the new characters Yunli, Jiaoqiu, and March 7th's new form are expected. The announcement image showed the two new Xianzhou characters plus Jing Yuan, meaning their voice actors Brenna Larsen, Mark Whitten, and Alejandro Saab will join Bill Butts as Owlbert in revealing details about the update.
There will also be some redemption codes for Stellar Jades, so keep an eye out for them throughout the stream.

Honkai Star Rail 2.4 New Characters
We'll learn more about the two new characters coming in this update. On top of this, we'll also hear about March 7th's Imaginary Hunt form.
Jiaoqiu
Jiaoqiu is a 5-star Fire Nihility character, despite him being a Foxian healer. His kit revolves around the Ashen Roast debuff which increases the damage received by the afflicted enemy.
As a Nihility character, he has great synergy with characters like Kafka and Acheron as another source for debuffs.
Yunli
Yunli is a 5-star Physical Destruction character like Clara. She also has a counterattack mechanic in her kit, like Clara. However, she stands at an advantage because she also has the capabilities to heal herself. This makes it easier for her to join other parties without demanding the team to build around her.
March 7th's new form
March also gets a new Imaginary Hunt form. Officially called "March 7th - Swordsmaster" she sheds her defense-oriented kit to deal lots of damage. She can assign a party member as "Master" and gain various effects depending on which path the "Master" is on.
