League of Legends patch 14.11 is bringing some heavy changes, particularly to lane swapping. The time that LoL patch 14.11 goes live will vary depending on your server's local time. Generally, the update should be live by 6 a.m. local server time.
LoL patch 14.11 release schedule
Above is a countdown to May 29, 5 a.m. Pacific Standard Time, which means the NA servers should have the update around the time it finishes. Note that if you are on a different server, particularly the ones in Asia, the update will go live at 5-6 a.m. your local server time.
The game goes down for maintenance on patch days. This means, that before LoL patch 14.11 goes live, players will not be able to start games or access the client entirely. Queues become unavailable at 1:30 a.m. local server time, and the game becomes inaccessible at 3 a.m. local server time. Afterward, the game goes back up as early as 5 a.m. local server time.

The full LoL patch 14.11 notes are expected to be published about a day before the update goes live. However, we do have a LoL patch 14.11 preview from Riot Games developers that gives an early look into the update.
One of the biggest changes in the update is to discourage lane swapping. With LoL patch 14.11, Turret Fortification and First Turret Gold go up. Another big change comes to Ornn, particularly his Living Forge passive. After this update, Ornn can now upgrade most Legendary items and have been mostly balanced across the board.
Buffs are being handed out to champions who were hurt by the recent item overhaul like Draven, Gangplank, Master Yi, and Smolder.
Conversely, dominating champions are being taken down a notch. This includes Camille, Hwei, Mordekaiser, and Taliyah.
