South Korea esports may soon get a legal boost.

The government is weighing “Esports Toto,” a regulated betting system backed by KeSPA that would let fans legally bet on pro matches, just like they do with baseball or football.

It’s a push for both funding and recognition. Esports in South Korea has global clout, but no place in the legal betting world. That could change fast.

The Esports Toto betting proposal

KeSPA wants to shake things up by bringing esports into the fold of toto betting, the only legal way South Koreans can currently wager on sports.

Since its launch in 2000, Sports Toto has offered tightly regulated betting on games like baseball, basketball, and soccer. KeSPA’s proposal would extend that model to professional gaming, letting fans legally place bets on titles like League of Legends or Dota 2 under a new “Esports Toto” system.

The aim goes beyond just placing bets.

KeSPA sees this as a way to fuel the growth of South Korea’s esports ecosystem through public funding. Revenue from legal betting would help bankroll leagues, support youth development, and build out infrastructure, just as it does for traditional sports through the National Sports Promotion Fund.

As platforms like Bovada esports gain traction internationally, regulated systems like Esports Toto could offer a safer, more transparent alternative, and put South Korea at the forefront of legal esports betting in Asia.

Political and industry support

The push for Esports Toto is gaining traction in the right circles.

With the Democratic Party holding a legislative majority, industry groups like KeSPA are renewing pressure to revisit old rejections, and this time, they might have a shot.

Esports Toto may promise structure and funding, but it also stirs serious concern, especially around youth gambling. A national survey found that 4% of South Korean schoolchildren have already gambled, with some showing signs of addiction.

With esports' huge youth following, legal betting could risk normalizing the habit early.

Illegal gambling is another red flag. From 2019 to 2023, online gambling in South Korea tripled, now making up over 80% of illegal wagers. The country has 2.37 million adults meeting criteria for gambling addiction, according to the National Gambling Control Commission.

Supporters argue that a regulated system could curb black-market risks and offer valuable betting insights. But without strict controls, Esports Toto might solve one problem only to create another.

International implications

If South Korea moves forward with Esports Toto, it could spark a wider shift in how betting on esports is approached across Asia. As a global leader in gaming, the country is in a prime position to set the tone for what regulated, state-backed esports betting can look like.

With underground gambling still thriving in many regions, a legal framework like this could offer something rare: legitimacy with safeguards.
