Philippine city blocks online gambling sites on government networks

The Cebu City government enforces workplace internet restrictions.

In March 2025, the Philippine government imposed a full ban on the Philippine Offshore Gaming Operators (POGO) and dismantled its offline gambling model. Now, just a few months later, a city in the Philippines has approved a resolution to block gambling sites on the government network.

The Cebu city government enforces workplace internet restrictions

To combat workplace internet usage, the Cebu city government will impose restrictions on online gambling sites and VPN access on all local government networks. Councilor Nyza “Nice” Archival was the first to propose this resolution, which was then approved at the 17th Sangguniang Panlungsod regular event on July 22, 2025. 

According to the resolution, “There is a growing concern regarding the misuse of government-provided internet connections to access online gambling sites and applications, which may lead to issues such as addiction, financial distress, moral decay, and decreased productivity.”

As mentioned above, the Philippine government isn’t only blocking online gambling sites from local networks, but also imposing a ban on VPN services, so users wouldn't have alternative ways to access gambling content.  

Councilor Archival suggested that the VPN restriction is necessary to strengthen enforcement, as it could allow users to bypass the gambling site restrictions and access them regardless. 

In other news, the Philippine Amusement and Gaming Corp. recently launched the PAGCOR Guarantee portal, which provides players direct access to a list of verified and licensed online operators. PAGCOR also reduced the GGR tax from 35% to 30% to entice unlicensed operators to get proper licensing.
