Chile is working on a bill to legalise online betting and establish enforcement measures against illegal operators.
Another step was taken for the future of the online betting scenario. On Aug. 15, the Senate of Chile gave general approval to a bill dedicated to regulating online betting platforms. The bill had 27 votes for, three against, and five abstentions.
The proposal seeks to implement a formal licensing system for online betting. Furthermore, its goal is to establish enforcement measures against illegal operators and, at the same time, create a comprehensive framework to safeguard players, with a particular focus on protecting minors.
Noting the sector's rapid growth, Finance Minister Mario Marcel therefore emphasized the need for swift legislation to regulate operations outside the law and to prevent tax evasion and lack of oversight. To achieve this, some measures include blocking access to unlicensed websites and apps. In addition, the government aims to prohibit bets from individuals who can influence sports results, while also imposing criminal sanctions for unauthorized operations.
Official figures indicate that over five million Chileans used these platforms in 2024. It generated more than $3.1 billion in untaxed revenue. Licensed operators would face a 20% specific tax, with an additional 1% dedicated to responsible gambling initiatives. An annual levy of 2% on gross sports betting revenue will be directed to the National Sports Institute. The goal is to contribute to sports development in the country.
The bill will move to a detailed review by the Senate’s joint Economic and Finance Committees, with amendments due by the end of September.

The new legislation will establish a National Policy on Responsible Betting within Chile. This way, they can impose stricter limits on advertising and strengthen competition with other regulated gambling activities, such as lotteries and horse racing.
The legislation requires licensed platforms to register as Chilean companies under the supervision of the Superintendence of Casinos, Betting, and Gaming, aiming to enhance oversight, traceability, and crime prevention.
Consequently, the initiative represents a pragmatic response to the widespread presence of unregulated online betting in Chile. Moreover, it strikes a careful balance between protecting consumers, generating tax revenue, and ensuring industry accountability.
If enacted, the legislation would signify a major shift in Chile’s gambling landscape. It will bring digital wagering under a regulated framework with clear legal and fiscal responsibilities, as the online gaming sector continues to grow across Latin America.
