Chalky is located on the sidewalk beside the Godfinger arcade on Sixth Street. The cat is facing Howl's Newsstand and Officer Mewmew, and is sitting next to a trash can. If Chalky isn't there, try coming back in the Morning or Afternoon.
The requirement is satisfied as soon as you click the capture button on your camera, no need to save the photo.
