The effects of her Core Skill are strongest when an enemy is suffering from an Ether Anomaly. Also, make sure to regularly use EX Special Attack to maximize the buffs from Phaethon's Melody.

A significant percentage of Vivian's damage comes from her Core Skill. Thus, you should prioritize farming for maxing out her Core Skill to F. Next, you should pour resources into leveling her Basic Attack. Then the rest of her kit can be deprioritized.
