There are lots of good Pokémon to use when battling any of the Deoxys formes in Pokémon GO. The standout of those being Mega Tyranitar, and then Tyranitar. If you have this Pokémon in your collection this is an absolute must-pick when taking on any of the Deoxys formes.
Otherwise, Dawn Wings Necrozma is a great pick. That Pokémon recently returned to the game during the special Necrozma Fusion Raid Day. Hopefully that means you have managed to get one ready to take on these Raids.
In terms of budget options, Incineroar is a fantastic choice for this Raid. Litten has had a Pokémon GO Community Day, and hopefully is a very easily accessible Pokémon to use. It won't be as powerful as the likes of Tyranitar, but it is still an excellent Deoxys counter in Pokémon GO.
