World of Warcraft housing zones
The new system in World of Warcraft features two zones at launch. This includes one for the Horde and another for the Alliance. According to Blizzard, too many zones would contradict the system's "deeply social" design pillar. Creating zones also require lots of effort, and the team prefers to focus on quality over quantity.
While the Horde zone is inspired by Durotar, its coastline, and Azshara, the Alliance zone has references to Elwynn Forest, Westfall, and Duskwood.

World of Warcraft player housing customization and cost
In terms of customizations and decorations, the system is designed to be "primarily player-first and not revenue-first." Housing also features decoration and customizations via in-game rewards and the cash shop — similar to transmogs and pets.
As for availability, the team wants to make sure that everyone can get a house. A player's house doesn't get repossessed if their subscription expires, either.
"If you want a house, you can have a house. No exorbitant requirements or high purchase costs, no lotteries, and no onerous upkeep," Blizzard stated. "And if your subscription lapses, don’t worry, your house doesn’t get repossessed!"

Cross-faction visiting
Houses are also shared among one's Warband and allows a player's different characters to visit whenever they wish to do so. For example, your orc character can visit your Alliance house. However, it should be noted that your human character cannot buy a Horde house and vice versa.
"Housing rewards are also shared across your Warband, so you’ll be able to use your décor collection no matter which character earns it," Blizzard added. "Furthermore, it’s not just Warbands that cross factional lines but friendships as well, so you’ll be able to live in or visit your friends’ or guildmates’ houses and their neighborhoods with minimal restrictions regarding faction."

World of Warcraft neighborhoods
As for neighborhoods, the system has about 50 plots per neighborhood. Neighborhoods are also instanced and can be either public or private.
