You'll need to collect 16 Nerub-ar Finery from Nerub-ar Palace raid bosses to complete it. Keep in mind, you can only loot Upon completion, you'll gain 1 stack of the Severed Strands buff, increasing your damage and healing done inside the raid by 2.25%, and receive 75 Kej.

The maximum amount of Nerub-ar Finery that can be collected is 8 per week, per account with a rising cap. Just like sparks and catalyst charges, Blizzard has worked in a catch-up mechanic for players who either started late, or have missed boss kills during a raid week. For example, if you didn't raid at all last week, each boss should drop 2 Nerub-ar Finery per kill.

Severed Strands can stack up to 8 times for a maximum of an 18% bonus to damage and healing.
