They did not give a specific release date, so keep your eyes peeled for those details. With updates coming typically on a Thursday evening/Friday morning, we expect it to arrive around March 28.

How will the ranked system work?

Again, details are scarce regarding how ranked matches will play in Pokémon TCG Pocket. We can look to other Pokémon titles, though, to make an assumption on how things will work.

There will more than likely be different ranked seasons, where your rank will reset in between and you can try to climb the ladder again. And there probably won't be restrictions on cards and decks you can use.

Take the VGC battle ladder as your example here. There are six tiers — Beginner, Great, Expert, Veteran, Ultra, and Master — for players to grind through, each with their own divisions within.

All players start at the first Beginner tier and work their way through the ranks. Ranked matches in Pokémon TCG Pocket may work similarly, and there may be rewards depending on where you end a season.
