Missouri awards direct mobile sports betting licenses to DraftKings and Circa Sports, leaving FanDuel out.
The Missouri Gaming Commission has awarded the state’s two direct mobile sports betting licenses to DraftKings and Circa Sports.
The commission approved both operators to launch statewide once Missouri’s sports betting market goes live. These licenses enable DraftKings and Circa Sports to operate independently. They won't require a partnership with a casino or professional sports team.
“We’re proud to secure one of Missouri’s two direct mobile licenses,” stated DraftKings North America President Matt Kalish. “This move paves the way for us to deliver our industry-leading online sportsbook to fans across the state. Missouri boasts passionate fan bases and several professional teams. We’re excited to elevate their sports experience with a dynamic, responsible mobile platform.”
Missouri is slated to launch mobile sports betting on Dec. 1, 2025, pending final regulatory approvals. DraftKings and Circa Sports plan to debut their online sportsbooks on the same day.
Circa Sports has distinguished itself by welcoming large wagers from professional bettors, often called “sharps.” During its pitch to state regulators, however, the company acknowledged it may generate less tax revenue for Missouri than its competitors.

FanDuel misses out on Missouri mobile licenses
When Missouri’s market launches, it will mark the 29th state where DraftKings operates, joining nearby Kansas, which legalized sports betting in 2022.
The Missouri Gaming Commission did not issue a license to FanDuel, despite the company spending millions to support the state’s legalization campaign. Instead, FanDuel announced that it secured market access through a partnership with St. Louis CITY SC.
“Missouri is home to some of the most passionate sports fans in the country, and we are thrilled to partner with St. Louis CITY SC to introduce our industry-leading product to the Show-Me State,” said Mike Raffensperger, FanDuel’s President of Sports. “We look forward to supporting the team and engaging with the community as we bring America’s No. 1 Sportsbook to fans across Missouri.”
With that launch, Missouri will become the 25th state where FanDuel offers mobile sports betting.
