Palkia is back in Pokémon GO Raids for the first time since the Sinnoh Tour almost a year ago. It will be in Raids from January 4 until January 16. This is the standard forme of Palkia, not the Origin Forme. It does not have the Adventure Effect move.
However, the standard forme of Palkia is still a great Pokémon. It fares well in Pokémon GO PvP and is a good Dragon-type Raid Attacker. In addition, any Palkia candy or candy XL that you get from these Raids can be used on your Origin Forme Palkia that you caught during the GO Wild Area.

Best Palkia counters in Pokémon GO:
In Pokémon GO, Palkia has a weakness to Dragon and Fairy-type attacks. It has a double resistance to Fire and Water-type attacks, with an additional weakness to Steel-type attacks as well.

Being a Dragon-type, there are plenty of good Pokémon in Pokémon GO to take on Palkia. However, remember that this weakness will work both ways. Your Dragon-type attackers will be effective against Palkia, but Palkia will also be effective against them too.
If you are low on revives, or worried about this weakness, you could focus more on Fairy-type counters when taking on Palkia. In addition, Origin Forme Dialga does not have a weakness to Dragon-type attacks. That makes it an excellent counter to Palkia. With this Pokémon being in Raids recently during the GO Wild Area, most Trainers might have one or two in their collection to use here.
Of course, Mega Rayquaza is the best counter for any Dragon-type Raid, including Palkia. Make sure this Mega Rayquaza has the best moveset though. You will need a second Dragon-type Charged Attack for this to be effective.

Windy weather is a double edged sword. All Dragon-type moves are boosted. This will make fights quicker, and of course will yield a higher level Palkia at the end of the Raid. Cloudy is the only weather that is a clear advantage.
