Let's break down the Gengar EX deck build in a bit more detail.
All Pokémon in the Gengar EX deck build
This deck build begins with two of each of the cards needed within the Gengar evolution line: Ghastly, Haunter, and Gengar (EX). While Ghastly and Haunter are nothing special, their final evolution is the ultimate breadwinner.
Gengar EX not only has a move that deals 100 damage to its opponent, but its ability disables the other player from playing Supporter cards when it is an Active Pokémon. This means no Sabrina, Misty, or others to combat your Gengar EX.
However, one evolution line is not enough for a deck, so this particular build throws in another popular group of Pokémon: The Gardevoir evolution line.
Gardevoir is a top-tier Pokémon to have in any Psychic deck, and the popular Pokémon does wonders in this deck.
When on the Bench, Gardevoir gives an additional Psychic energy to whatever card is in your Active spot, meaning Gengar can get the three Psychic energies it needs quickly, allowing you to easily take out your opponent.

All Trainer cards in Gengar EX deck build
Aside from the 12 Pokémon cards in this deck, there are eight Trainer cards that help give Gengar EX its full potential.
If you have been playing Pokémon TCG Pocket, you have probably run into a Sabrina card once or twice. While this card fits perfectly with a Psychic deck, it is also extremely popular amongst other decks.
Sabrina forces the other player to switch their Active Pokémon with a Benched Pokémon, allowing you to take on weaker Pokémon if needed.
Next is Professor's Research, an essential card for any deck. This Trainer card allows players to draw two extra cards from their deck, helping lead to getting that Gardevoir or Gengar EX on the field. Do not forget about two Poké Ball cards and two X Speed cards, either. These Trainer cards are a must for pretty much any deck.
The best strategy for this deck
The primary goal when playing with this deck is to have Gengar EX as your Active Pokémon with at least one Gardevoir on the Bench. This will provide Gengar with endless Energies while preventing your opponent from using any supporter cards.
This is a great way to stop your opponent from being able to get any strong cards on the field, as Gengar EX will clean up every other Pokémon quickly.
