Who should you roll for in HSR 3.0?
Firstly, this is not a definitive guide. There's no way to know if HoYoverse is planning a huge meta shift in the future, especially with the addition of the new Remembrance path. Also, if you are a fan of any of these characters in a personal level and having them in your party will motivate you to play more, then you should consider rolling for them regardless of how they are rated here.
Characters to consider
The Herta, Aglaea, and Robin all fall under this category.
The Herta can make a lot of endgame content a breeze, especially the Divergent Universe. She could be a meta-defining character for a long time, and has the potential to be the cornerstone for future content in the game. However, she is quite inflexible in terms of teams, and running her may require you to already have other characters in your arsenal.
The other new character, Aglaea, is our introduction to the new Remembrance Path. Due to this, future Honkai Star Rail content in the short-term will most likely be tuned around Remembrance units - hence Aglaea. If you want to have an easy time for a few patches, then Aglaea is your best bet.
Robin is arguably one of the best units in the game, bar none. Her ability to Action Advance the whole party is incredibly valuable. On top of this, you can basically plop her into any team that needs a buffer and you'll probably end up with a decent team thanks to her presence. If you don't have Robin already, she should be your top choice for this patch. She is 100% worth the investment and out of all three in this tier, she is the one with the most "stable" spot in the meta.

Everyone else (except one)
If none of the above choices speak to you, welcome to the bulk of the tier list. Choose between Lingsha, Jade, Feixiao, and Boothill as they all have their separate niches.
Lingsha is a good consistent support unit, but a well-built Gallagher can easily surpass a mediocre Lingsha in terms of performance.
Jade shines with an AoE / Erudition carry, but is not a necessity. Her value may change once the community spends time with The Herta, though.
Feixiao has a satisfying gameplay loop with her Ultimate charges, and she has good potential especially in endgame content. However, she needs the stars to align to reach her ceiling.
Finally, space cowboy Boothill. He can output tons of damage, and is quite a good unit, all things considered. He had a bad draw when looking at the other character banners that he will share the patch with.
Silver Wolf
Unfortunately, Silver Wolf's niche of applying weaknesses is completely obsolete. There are characters that can do this themselves or simply Break the enemy regardless of Weakness Type. Unless you're a huge fan of Silver Wolf as a character, don't bother even considering using your Stellar Jades on her banner.
