Watchful Eye has a series of perks that put it right up there in effectiveness alongside the iconic Commemoration or Song of Ir Yut. We'll cover the Arc setup first with Eddy Current and Bolt Charge both available in each column.
Kills will grant stacks of Bolt Charge, and given you're firing a machine gun, red bar adds will melt allowing you to constantly summon powered lightning bolts. Becoming Amplified grants all the benefits of Eddy Current, so use this in an Arc or Prismatic subclass.
If you're not up for the Arc roll, Overflow and Killing Tally is the perfect all-rounder build for this machine gun. Ideally run this with Arc's Spark of Momentum fragment so sliding over ammo bricks automatically reload the weapon. That way, you can keep your Killing Tally streak high.

We're sticking with Killing Tally for PvP to ensure easy transfer to enemies after your first kill. We're pairing it with Dynamic Sway Reduction to drastically boost stability while firing the weapon.
In a perfect world you'll use it in short bursts, but if the need arises to go full auto with your limited ammo, you can be sure it'll be laser accurate the lower the magazine goes.
How to get Watchful Eye in Destiny 2
Watchful Eye is part of the Episode: Heresy weapon collection in Destiny 2. You'll need to complete Heresy activities to get this weapon.
Delving into The Nether is the best way to farm copies of Watchful Eye. Weapon drops in The Nether are very common, and you can focus onto the machine gun with the right scriptures through your Tome of Want.
This weapon cannot be crafted. To access enhanced perks, you'll need to use Ascendant Alloy to level the weapon up.
