Behold, the new top PvE heavy damage dealer. Chill Inhibitor's rapid-fire frame means it can shoot 'nades downrange faster than the next-best Edge Transit. We're taking advantage of this with Cascade Point and Bait and Switch as our main perks. This makes it one of the best weapons in the entire game.
Cascade Point increases the fire rate of Chill Inhibitor for a short time after dealing critical damage with another weapon. Bait and Switch give Chill Inhibitor a massive damage buff after using your other weapons. Combined, the burst damage it can put out is immense.
Alternatively, Envious Arsenal in column one works great with Bait and Switch as dealing damage with your other weapons now reloads and grants a damage buff. Explosive Light is a solid backup in column two if you can't get Bait and Switch.

Chill Inhibitor isn't built for PvP, but if you really want one for the Crucible, I like Demolitionist and Chain Reaction. Using your grenade after a couple of kills with the heavy is an added benefit, while Chain Reaction might net you a bonus AoE kill.
Attrition Orbs isn't a bad pick for column one if you require Armor Charge in your PvP build, but since heavy ammo is so sparse, I definitely wouldn't go for Chill Inhibitor in PvP — a good rocket launcher or sword is more consistent.
How to get the VS Chill Inhibitor in Destiny 2
VS Chill Inhibitor drops from the Vesper's Host dungeon, released in Episode: Revenant. The grenade launcher is one of five weapons that drop from Vesper's Host.
You'll need to run the first and second encounters of the dungeon to get the grenade launcher. The first encounter, Vesper Station, is great as you can spam it quite quickly in a team of three, and it's pretty easy once you've got the hang of the mechanics.
Chill Inhibitor cannot be crafted, but it can be enhanced. Once you've got the roll you want, level the weapon up to unlock enhanced versions of the perks for faster reloads and higher damage.
